Two RUSD Administrators to Receive ACSA Region 12 Awards

On behalf of the Rialto Unified School District Board of Education and Superintendent, Dr. Cuauhtémoc Avila, The RUSD congratulates Mr. Andres Luna II, Principal of Milor High School, and Mrs. Melissa Rubio, Coordinator of Positive Behavioral Interventions and Supports (PBIS), for earning the Association of California School Administrators (ACSA) Region 12 honors, serving the educational administrators of San Bernardino County. Both award-winning administrators will be honored on the evening of April 15, 2019,  at the Doubletree Hilton in Ontario.


Mr. Andres Luna II


Mr. Luna II has made monumental strides during the 35 years that he has led at the Rialto Unified School District; as a teacher, high school assistant principal, and principal at all comprehensive high schools, Director of Special Programs and Senior Director of Secondary Curriculum and Instruction. Ms. Johanna Cuellar, Assistant Principal, of Milor HS, nominated Mr. Luna for the recognition. She stated, “Mr. Luna has played a pivotal role in promoting the success of all students by advocating, nurturing and sustaining the use of curriculum development, innovative systems and processes, and implementing strategies that support 21st Century teaching and learning. He has been at the forefront of infusing school-wide technology plan that supersedes all other Rialto Schools. Mr. Luna has secured one-to-one devices for all students, Viewsonic touch screen monitors for more than half the staff, and all meetings have gone digital. The approach that Mr. Luna takes in promoting the success and code of ethics of all students is authentic in nature. He designed an accelerated credit recovery system towards the acquisition of a student's high school diploma. Moreover, he uses his personal story as a foundational basis to connect with students, parents, staff, and colleagues to extend support in achieving personal, academic and professional growth.”


Mrs. Melissa Rubio


Mrs. Angela Brantley, Lead Agent of Student Services, nominated Mrs. Rubio for the 'Valuing Diversity' Administrator of the Year recognition. Mrs. Brantley stated, “Mrs. Rubio embodies the motto of Student Services:  ‘Providing Educational Equity, by removing barriers, and creating access.’ This motto informs Mrs. Rubio's tireless efforts towards creating a systems change where whole child development is the goal  for all the students in the Rialto USD.  Within the PBIS framework of tiered systems of support, and in the spirit of ‘all means all,’ Mrs. Rubio has successfully led diverse and inclusive PBIS teams district wide, resulting in 17 schools earning California State PBIS recognition in the Silver category. The PBIS framework has included the practice of social-emotional skills development school-wide. Mrs. Rubio also opened Wellness Centers across the District.  Each center providing counseling services, mentorship and supports for all students from the AP student in need of relief from anxiety to the student in crisis in need of wraparound services. Many districts and organizations including the Orange County Department of Education, and the Palm Springs Unified District, have sent delegations to tour Rialto Unified School District Wellness Centers and the PBIS tiered system of supports. Mrs. Rubio creates relationships of trust, infused with a culture of collaboration, while creating personal agency for everyone with whom she works. She enlisted the help of the right people to implement the PBIS initiative, and established innovative systems and procedures to sustain the best practices.”
